Interior redevelopment of the Arsenal Foundry – Québec Unit Field
Solicitation # 5P468-26-0177/A
Parks Canada Agency is soliciting bids for the interior redevelopment of the Arsenal Foundry in Old Québec, a historic red-brick industrial building. The project follows the demolition of existing interior structures in fall 2026 and requires a turnkey delivery approach for the design, supply, and installation of new commercial-grade flooring finishes and code-compliant guardrails. The objective is to transform the space into a flexible, multi-purpose venue for heritage interpretation, permanent and temporary exhibitions, educational activities, and corporate or rental events. A key requirement includes ensuring a lower-level nineteenth-century masonry remnant remains visible and accessible while being properly protected. The project is estimated to be valued between $250,001 and $500,000, excluding taxes, with a final completion deadline of March 30, 2027. The procurement process utilizes a two-submission bid procedure, requiring separate technical and price portions. Bids must be submitted exclusively via email to soumissionsami-bidsrpc@pc.gc.ca or by fax to 1-855-983-1808, with a final closing date of October 15, 2026. Award selection is based on an overall rating weighted by technical quality (50%), financial proposal (40%), and an Indigenous Participation Plan (10%). Technical evaluation focuses on design quality, material durability, and the protection of the building's heritage character. Contractors must comply with the National Park Act and provide proof of professional licensing and insurance. All work must be performed at the Arsenal Foundry near Saint-Jean Gate in Old Québec.
