Fisheries and Oceans Canada is establishing a Supply Arrangement to secure qualified crews and vessels for the retrieval and disposal of ghost gear in Canadian waters. The scope of work includes surveying and mapping using side scan sonar, retrieving gear via methods such as commercial divers, remotely operated vehicles, or excavators, transporting the materials, and ensuring responsible disposal or recycling. This arrangement is designed to be flexible, as specific requirements vary based on location, gear type, and environmental conditions. The resulting agreement has no defined end date and will remain valid as long as it is advantageous to the government, though the period for awarding contracts under the arrangement extends to November 30, 2031. To be considered, suppliers must meet mandatory technical criteria demonstrating experience in surveying, retrieving, transporting, or disposing of ghost gear. All successful offerors must provide valid insurance certificates at the RFP stage and obtain a license pursuant to Section 52 of the Fishery (General) Regulations. The procurement is subject to numerous international and domestic trade agreements and excludes locations within certain Comprehensive Land Claims Agreements areas. While there are no security clearances required, contractors must be escorted on DFO premises and are prohibited from accessing protected information. Selection is based on a pass/fail evaluation of mandatory technical requirements, and payments are processed through the Receiver General for Canada via various electronic methods.
