Fisheries and Oceans Canada (DFO), Quebec Region, is seeking a Canadian firm with expertise in applied artificial intelligence, strategic analysis, and data valorization to validate and strengthen its AI-based social perception analysis approach. The objective is to establish a structured, reproducible interpretation framework that converts AI-generated results into strategic intelligence for management and decision-making. The project is divided into four phases: a literature review and methodology validation including risk and bias analysis, the development of a visualization tool such as a Power BI dashboard, the creation of a strategic interpretation guide and framework, and a final report featuring a roadmap and knowledge transfer session. This contract focuses on the validation and interpretation of existing methodologies and does not involve the development of new AI tools or data collection methods. The contract runs from the date of award until March 31, 2027, with a maximum funding limit of $75,000.00 plus applicable taxes; offers exceeding this amount will be deemed non-compliant. Selection is based on a combined rating of technical merit (60%) and price (40%), with a minimum technical score of 30 out of 60 points required for eligibility. Only Canadian suppliers are eligible under the Policy on Reciprocal Procurement. The project carries no security requirements, and the supplier must ensure that personnel do not access or remove protected or classified information from DFO sites.
