Regional and Municipal Housing Needs Assessment and Planning

The Chittenden County Regional Planning Commission, in partnership with the City of South Burlington, is seeking qualified consultants to provide regional and municipal housing needs assessment and planning services. The project involves assessing current and future housing needs across Chittenden County, developing regional and municipal housing profiles, and identifying gaps in housing affordability, availability, and types. Key deliverables include materials to communicate regional housing forecasts and targets, as well as a specific housing action plan for South Burlington designed to serve as a model for other municipalities. The selection process follows a two-step approach, beginning with a qualifications review and followed by a cost review. Evaluation is based on a weighted scoring system: 40 points for a proven record of similar projects, 30 points for personnel qualifications, 20 points for the firm's understanding of the work, and 10 points for responsiveness to the RFQ. Applicants must submit a Statement of Qualifications including a cover letter, detailed experience in forecasting and housing assessments, key staff resumes, and at least three references. A cost proposal featuring an hourly rate schedule and overhead fee is also required. Submissions are due by December 1, 2026, at 4:00 p.m. EST to Anne Nelson Stoner. While consultants do not need a Vermont business license to apply, they must obtain one prior to the contract award.
