Fisheries and Oceans Canada (DFO) is seeking marine engineering consulting firms to establish Standing Offers for civil and marine engineering services across the Ontario, Prairie, and Northwest Territories regions. The scope of work includes the design, inspection, and assessment of small craft harbour facilities, shore protection, breakwaters, dredging, and various structural works involving timber, steel, and reinforced concrete. Services also encompass coastal and hydraulic engineering, such as wave and sediment transport assessments. DFO intends to authorize up to five Standing Offers per region for a five-year duration, with individual call-ups capped at 750,000 dollars including applicable taxes. Offerors must be licensed or eligible for licensure in the jurisdictions where they intend to practice. Evaluation is based on the firm's approach, methodology, relevant experience, and cost. Notably, project experience on Lake Superior is accepted as freshwater experience, and specialty services like bathymetric surveys or diving inspections may be engaged on a call-up basis rather than being provided in-house. This procurement is subject to multiple international and domestic trade agreements, including the WTO-AGP and CFTA. Proposals must be submitted by December 1, 2026, via the designated email portal.
