AI Contract Overview
DLA Troop Support is conducting market research to identify potential sources capable of supplying Breathing Apparatus under NSN 4240-01-610-9970, with an estimated annual quantity of 2,500 units. This notice is a sources sought announcement and not a solicitation, meaning responses are informational only and cannot form a binding contract. The agency is considering an indefinite delivery, indefinite quantity (IDIQ) contract with a total potential term of up to five years, including base and option periods. Responses are due by July 15, 2026, and must be submitted through the SAM.gov portal. Respondents are required to provide company details including CAGE code, SAM registration verification, business size classification, socioeconomic status such as small business, SDVOSB, 8(a), HUBZone, or WOSB, and whether they are a manufacturer or dealer, with source of supply disclosed if applicable. Technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, identified by R or I numbers, and include specific mandates for packaging under RP001 and the removal of government identification from non-accepted supplies under RQ011. Mercury or mercury-containing compounds are prohibited unless functionally necessary in batteries, fluorescent lights, instruments, sensors, controls, weapon systems, or NAVSEA-specified reagents; portable devices containing mercury must be shock proof and feature a secondary containment barrier per NAVSEA 5100-003D. Covered Defense Information may apply, requiring compliance with applicable cybersecurity and information handling protocols. Deliveries for direct vendor shipments are anticipated to be FOB Origin, with transportation managed by the DDC-Enterprise Transportation Group using the Vendor Shipment Module (VSM) for all shipping documentation including commercial bills of lading, military labels, packing slips, and address labels. Delivery orders, if issued under a future contract, would be communicated via Electronic Data Interchange. No pricing, CLINs, or evaluation factors are established at this stage as this is purely a pre-solicitation market research effort.
