DLA Troop Support intends to issue a solicitation for brand‑name TYR Tactical commercial armor under 10 U.S.C. § 3204(a)(1), as implemented by Class Deviation 2026‑O0017, DFARS Part 206 (Rev. 2), and RFO 6.103‑1. Technical data: All necessary specifications are proprietary to TYR Tactical; the Government will not furnish technical data. Offerors must obtain applicable commercial product information directly from TYR Tactical or their authorized channels.



Responsible sources: All responsible sources capable of meeting all salient characteristics may submit a capability statement or proposal, which will be considered.



Intended source/lack of competition: TYR Tactical LLC (CAGE 67W12) is the intended brand‑name source. Competition is lacking because market research shows no other commercial product meets all mandatory salient characteristics without redesign or re‑certification. Only TYR Tactical products remain compatible with the user's fielded TYR pouch systems.



Qualification requirements: No qualification requirements apply beyond the ability to meet all salient characteristics. No prequalification office exists for this requirement.
