A. Requirement: The United States Air Force in Europe (USAFE) is conducting a market research to determine the availability and feasibility of natural gas supply for the Military Family Housing (off-base government housing), 54662 Speicher and 54518 Binsfeld, Germany. A fixed price utility contract with economic price adjustment or a fixed price contract on the basis of the actual consumption is contemplated. The contractor shall provide all personnel, labor, equipment, materials, and financing, shall obtain any licenses or permits required and any other items necessary for the natural gas supply. No logistic support will be provided. The contractor shall perform the natural gas supply in accordance with commercial standards, practices and local host nation laws and regulations. B. Market research: This market research will determine the most suitable method for acquiring natural gas. Market research results should determine commercial practices for the method of contracting, performance standard and availability of natural gas. C.
