Market Survey/Request for Information for Purchase & Installation of Respiratory Gas Mass Spectrometers Question: Do you know how critical the analysis of helium is? Answer: Helium (He) analysis is not as critical as sampling/analyzing other gases (i.e., oxygen, carbon dioxide, and nitrogen - which are critical to analyze). General Information: The Federal Aviation Administration (FAA) is conducting a Markey Survey/Request for Information for The Federal Aviation Administration (FAA), Civil Aerospace Medical Institute (CAMI), Aerospace Medical Research Division (AAM-600) for review and comment to identify interested and capable 8(a) sources and/or any other source that can support the Government's intention to purchase two (2) Respiratory Gas Mass Spectrometers detailed in the attached Draft Statement of Work (SOW) on/or before Spring 2021. The FAA intends to review all responses to this market survey to establish the acquisition strategy in terms of contract type and contract vehicles currently in place with interested sources capable to fulfill all the requirements of the Contract and SOW that will support this effort. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this Market Survey/Request for Information. Therefore, any costs associated with Market Survey/Request for Information submissions will be solely at the interested party's expense. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal. Background and Scope of Work: The purchase of these Respiratory Gas Mass Spectrometers is part of the Aerospace Medical Equipment Needs (AMEN) Sustainment 3 acquisition program, which was established to continue to provide urgent upgrades to the aging and obsolete laboratory equipment at CAMI. The respiratory gas mass spectrometers will be used by CAMI research physiologists to collect data from, and monitor the health of, human research participants in a variety of test environments. The respiratory gas mass spectrometers will collect, monitor, and perform real-time, breath-by-breath analysis of inhaled and exhaled respiratory gases of human research participants. The mass spectrometers will also collect, monitor, and analyze the gas composition of the surrounding test environment to include normobaric (normal pressure, low oxygen), hypobaric (low pressure, low oxygen), and simulated aviation environments in a hypobaric (altitude) chamber (e.g., flights up to 60,000 feet, decompression events from 8,000 to 45,000 feet). The system will be installed at CAMI located on the FAA Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, Oklahoma. The Respiratory Gas Mass Spectrometers will replace the existing mass spectrometers. Response to this Market Survey: Any information provided under this market survey is for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. No evaluation of vendors will occur and vendor participation in any informational session is not a promise of future business with the FAA. Responses to this market survey will be used for informational purposes only. All responses (one response per company) are to be provided on company letterhead. No type font less than 12-point may be used. Responses must be received by 3:00 P.M, Central Time on April 30, 2021. Market survey responses received after the time and date specified will be determined to be late and may not be considered. Capability Statement: The FAA seeks the following information with the interested parties: Contractor Size, NAICS Codes, and Capability Statement with a detailed narrative that fully outlines and describes solutions that meet the government's need for the Respiratory Gas Mass Spectrometers. Provide information which fully supports its capabilities. Included should be a listing of at least 3 similar installations within the continental United States. Current Contracts (I.E. GSA Schedules; eFAST MOA; Blanket Purchase Agreements (BPA) etc. currently in place or that will be place within the next 60 days). Respondents must be active in the System for Award Management (SAM) (www.sam.gov). Attached is a draft of the Statement of Work (SOW). Respondents are encouraged to review the statement of work and provide comments. ***No Phone Calls Please*** All responses to this market survey must be received by 3:00 P.M., Central Time on April 30, 2021. All questions and submittals should be submitted to electronically: Email: contact@example.gov

This training is intended for Flight Standards Service and Aircraft Certification Pilots and must be conducted using an FAA approved training program. The scope includes ground school and flight training via aircraft or full flight simulators to enable students to obtain unrestricted type ratings or pass pilot in command proficiency checks to Airline Transport Pilot standards. All training must comply with 14 CFR Parts 61, 121, 135, 141, and 142, as well as FAA Order 4040.9 and relevant Airman Certification Standards. Interested vendors must provide a capability statement including their SAM UEI number, years in business, past performance, the geographic area where training is provided, and their proposed strategy for the work. The primary NAICS code for this effort is 611512 for Flight Training. The contractor is responsible for providing all necessary aircraft, simulators, and materials, including the Pilot Operating Handbook, and must cover all operational costs such as fuel and landing fees.
