Tactical Networks (TACNET) In-Service Engineering Agent (ISEA)

The Naval Information Warfare Center Pacific is conducting a market survey to assess the capabilities of small businesses for providing In-Service Engineering Agent support for Afloat and Ashore Tactical Networks under contract N6600127R0001, with the purpose of informing a future procurement. This action is strictly informational and does not constitute a solicitation or binding commitment from the Government. The intended contract will support the Tactical Networks Branch (Code 41250) with comprehensive engineering, technical, management, integrated logistics support, and configuration management services across C4I systems, requiring contractor personnel to operate in environments handling unclassified through Top Secret/Sensitive Compartmented Information (TS/SCI) data. All personnel must be U.S. citizens, possess appropriate clearances—specifically SSBI with ICD 704 eligibility for SCI access—and comply with DoD 8570.01-M IA certification requirements, derivative classification training, and NISPOM reporting obligations. The contract is anticipated to be a five-year Cost-Plus-Fixed-Fee award with performance centered at NIWC Pacific in San Diego, California, and contractors must maintain a documented quality assurance system based on internal auditing, comply with OSHA safety regulations, ensure license certifications for equipment operation, and adhere to strict handling and return protocols for all Government-furnished information. Prime contractors awarded under the resulting contract must ensure that no more than fifty percent of the contract value is paid to subcontractors that are not similarly situated entities. The contractor must establish and maintain Government-approved baselines—functional, allocated, product, and as-installed—for all systems, and deliver monthly progress and reconcilable expenditure reports tied to individual task or delivery orders. Key deliverables include the development and review of “400 series documents” such as architecture designs, engineering change orders, bills of materials, operations procedures, and error reports, along with technical assessments for end-of-life hardware and software replacements. A QA Alteration Installation Technical workbook must be maintained for every on-site visit, and the Program Manager must be physically present at the worksite as required.
