The FAA is conducting a market survey to determine the level of competition available in the Seattle, WA area for the following project. No contract of any kind will result from this annoucemnt, it is for planning purposes only. This project, identified under solicitation 697DCK-27-R-FLL01 and NAICS code 236220, has a total target budget of 85 million dollars. The procurement is structured in two primary phases: Phase 1 focuses on programmatic validation, preconstruction services, and preliminary design up to 70 percent completion, while Phase 2 covers final design, full construction, commissioning, and warranties. The contract utilizes a Firm Fixed Price model for Phase 2 construction, with a total budget encompassing both the new tower facility and final parking and site configuration. Qualified sources must demonstrate a record of completing mission-critical facilities of similar scope within the last ten years. The selection process includes confidential interviews with the three highest-rated submittals. Additionally, firms categorized as other than small businesses must provide a subcontracting plan meeting specific goals, including 40 percent for small businesses and 5 percent each for socially disadvantaged, women-owned, and service-disabled veteran-owned small businesses.
