Industry Day: A Government-Industry Exchange on Construction Contracting - An Invitation for Industry Partners to Collaborate with the United States Space Force Operational Contracting Enterprise
Solicitation # AFICC_KS_Industry_Day_September_2026
The United States Space Force Operational Contracting Enterprise is hosting an Industry Day on September 14, 2026, in Colorado Springs and via Microsoft Teams to collaborate with general contractors on accelerating construction timelines. The event focuses on the implementation of new, flexible contracting authorities, specifically Other Transaction Authority (OTA) under 10 U.S.C. section 2808a. This initiative aims to bypass traditional FAR-based procurement bottlenecks through Commercial Solutions Openings (CSOs), allowing the government to integrate commercial best practices and innovative building methods to move from concept to capability faster. Budget projections for FY27 through FY31 indicate significant opportunities, with approximately 5.6 billion dollars for MILCON and 3.3 billion dollars for FSRM projects. Under the 2808a authority, awards must be structured as Fixed-Price Other Transactions, such as Fixed-Price Incentive or Fixed-Price Award Fee agreements. Because these OTs lack standard FAR-based protections, the government and industry partners will develop tailored articles to govern disputes, changes, and terminations. The award process is phased, beginning with a white paper evaluation based on relevance and rough order of magnitude pricing, followed by an oral pitch of constructability plans, and concluding with the joint development of a Statement of Work. Evaluation criteria emphasize industrial construction methods, schedule realism, financial health, and adherence to commercial building codes like IBC and NEC, as well as DoD Unified Facilities Criteria. While flexible, these agreements still require compliance with the Davis-Bacon Act, Service Contract Act, Miller Act, and the Buy American Act.

Aviation Research BAA 2025
Solicitation # 692M15-25-R-00004
The Aviation Research BAA 2025, solicitation number 692M15-25-R-00004, is a long-term initiative sponsored by the Federal Aviation Administration (FAA) to support basic and applied research at the William J. Hughes Technical Center for Advanced Aerospace. Valid from December 5, 2024, through December 4, 2034, this Broad Agency Announcement seeks to advance the state-of-the-art in aerospace safety and efficiency across five primary program branches: Airport Technology R&D, Software and Systems, Structures and Propulsion, Separation Standards Analysis, and Fire Safety. The FAA encourages submissions from a diverse range of offerors, including academia, industry, and small businesses, to address evolving air transportation challenges. The solicitation utilizes a phased submission process where interested parties first submit brief white papers for specific Topics of Interest. If a white paper is deemed meritorious, the FAA may request a formal proposal consisting of a technical volume and a price/cost volume. Awards are made bilaterally based on a favorable feasibility assessment, with cost analyzed for reasonableness and realism rather than being a rated factor. While funding varies by project, rough order of magnitude estimates range from $100,000 to $1.2 million per award, with many projects anticipated to be funded annually for a period of 12 to 36 months. All offerors must maintain active registration in the System for Award Management (SAM) to be eligible for award.
