Market Survey to Support the Shore Submarine Communications Systems (SSCS) - REVISION

The Naval Information Warfare Center Atlantic (NIWC-Atlantic) is conducting a market survey specifically targeting small businesses to assess their capabilities in providing engineering analysis, technical and training support services for the Shore Submarine Communications Systems (SSCS), including SUBOPAUTH and LBUCS Program Support. This effort involves system-level engineering, modernization, sustainment, and providing on-site 24/7 technical support across multiple domestic and international locations such as Charleston, SC; Portsmouth, VA; Japan; Italy; Hawaii; and others. The survey is restricted to SEAPORT NXG Multiple Award Contract holders, with large businesses explicitly excluded. To participate, SEAPORT MAC holders must register with the Procurement Integrated Enterprise Environment (PIEE) to access solicitations and submit proposals. The overall contract value estimate ranges between $100 million and $250 million, reflecting a significant investment in maintaining and upgrading critical submarine communications infrastructure utilized by the Department of Defense and supporting Foreign Military Sales (FMS) efforts. The contract involves numerous deliverables governed by stringent quality, inspection, and security standards, including ISO 9001, MIL-STD-130N for unique item identification, MIL-STD-1916 for inspection processes, and compliance with cybersecurity and information assurance mandates such as CMMC Level 2 for handling Federal Contract Information (FCI) and Controlled Unclassified Information (CUI). The contractor must adhere to security clearance requirements ranging from Secret to Top Secret with Sensitive Compartmented Information (SCI) access for key personnel, alongside strict organizational conflict of interest (OCI) provisions and mandatory non-disclosure agreements to protect sensitive government information. Invoicing will be processed exclusively through the Wide Area WorkFlow (WAWF) system via PIEE, with financial reporting aligned to government tracking systems. The contract requires contractors to establish local facilities near NIWC Atlantic Portsmouth within a 30-mile radius and maintain technical presence across multiple operational hubs.
