Marshall Water Line Repair

The Texas Military Department is soliciting bids for the repair of the water service line serving the Field Maintenance Shop at the Marshall Readiness Center in Marshall, Texas, under solicitation number TMD26-FMO-0043352, an Invitation for Bid (IFB) issued on June 10, 2026, with responses due by 2:00 p.m. local time on June 29, 2026. The work involves excavating asphalt while preserving existing 3-inch and 2-inch water lines, replacing up to 20 feet of 3-inch Schedule 40 PVC piping with associated fittings, installing a 1.25-inch T-connection, and re-serving the facility using 1.25-inch polyethylene pipe sleeved within the removed 2-inch PVC. Additional tasks include installing two new ball valves with concrete thrust blocks, replacing interior risers, adding an exterior traffic-rated valve box, and restoring concrete surfaces. All work must comply with strict performance standards including pressure testing, proper backfilling and compaction, and use of new, unused materials in current production. The contractor must provide all labor, tools, and supplies and adhere to work hours of 7:00 a.m. to 5:00 p.m. Central Time, Monday through Friday, with overtime or weekend work permitted only with prior approval from the Contract Monitor. The contract is a firm fixed price with no minimum compensation guaranteed, and all costs, fees, licenses, and expenses must be included in the bid. Bids must be submitted electronically via email to Procurement@military.texas.gov in a three-volume format, including completed contract forms, required informational documentation, and a mandatory pricing sheet in exact format. Compliance with all administrative and legal requirements is mandatory, including submission of the Texas Application for Payee Identification Number and proof of business certification from the Texas Secretary of State and Comptroller of Public Accounts. Contractors must not be suspended or debarred in the State of Texas or federal SAM systems, must certify compliance with the NDAA and foreign adversary restrictions, and must affirm adherence to Texas Buy Local, ADA, and Human Trafficking laws. Insurance requirements include Workers’ Compensation as per state statutory limits, Employer’s Liability of $1 million per accident and employee, and Commercial General Liability coverage of $1 million per occurrence, $2 million aggregate, and additional specified limits, with the Texas Military Department named as additional insured.
