This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. The Massachusetts Army National Guard intends to solicit and negotiate with only one source, NATIONAL CENTER for YOUTH ISSUES, PO Box 22185, Chattanooga TN 37422, NAICS Code is 611710, Size Standard Size is $15,000,000, under the authority of 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, for the purposes of issuing a Firm-Fixed Price contract. The following items will be procured: Advertising Package - 2018 Massachusetts School Counselor Association Conference - 30 April - 1 May 2018 @ Resort and Conference Center in Hyannis, MA 1. Exclusive advertising for the Tuesday Opening Keynote Session (includes opportunity to address all participants for 3 minutes) 2. Exclusive advertising on participant's totebags 3. Two premium booth spaces in the hallway of the conference center (high-profile booth space) 4. Full page ad in the participant's manual 5. Logo presentation on the advertisers recognition way finders placed throughout the venue 6. Logo presentation on the institutional promotional webpage with a click to MA Guard 7. Opportunity to place a premium item in the totebags 8. Recognition as Gold Level Sponsor throughout the event. The Massachusetts Army National Guard Recruiting and Retention Bn has a direct accessions mission. To reach our target demographic, recruiters must gain access to state high schools. This conference puts our brand in front of the state's school counselors. Please see the attachment labeled, "justification" for further detail as to why this action is being negotiated solely with NATIONAL CENTER for YOUTH ISSUES., Cage Code: 7F9E7 There are no solicitation documents; however, contractors interested in this requirement should submit a complete technical package within 15 calendar days after the date of publication of this synopsis will be considered by the Government. The package must provide clear and convincing evidence that they can meet the Government's requirement. Vendors who are not registered in System for Award Management (SAM) database prior to award will not be considered. Vendors may register with SAM by going on via web to https://www.sam.gov. Any responses received without completing SAM registration will be considered noncompliant. Further, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12.
