MASTER AGREEMENT FOR SEXUAL ASSAULT KITS- T-Specs

The County of Los Angeles Department of Internal Services and the Sheriff's Department are seeking a vendor for a three-year master agreement, with two optional twelve-month extensions, to provide Standardized Sexual Assault Forensic Evidence (SAFE) Kits. These kits are used for DNA analysis in sexual assault investigations and must strictly adhere to specifications set by the California Clinical Forensic Medical Training Center (CCFMTC). The kits must include a sequentially numbered outer envelope with an integrity seal, various specialized envelopes for swabs and hair evidence, an underpants bag, and a urine alcohol/toxicology kit containing sodium fluoride specimen containers and mandatory FDA inserts. Bidders must demonstrate absolute compliance with all technical specifications, as no substitutions or alternatives are permitted. A critical requirement for consideration is the submission of physical samples of every kit component and supporting equipment literature to the Sheriff's Department in Los Angeles by December 23, 2025. Proposals must also include completed purchasing forms and a Community Business Enterprise (CBE) information form in Excel format to identify minority, women, disadvantaged, disabled veteran, or LGBTQQ-owned business status. The vendor must be capable of drop-shipping kits in three separate shipments of 400 units each, with a final delivery deadline of February 28, 2026.
