Request for Proposals (RFP) Pathmaker Workforce Program
Solicitation # BD-27-1367-1367C-1367L-134625
The Massachusetts Technology Collaborative (MassTech) is soliciting proposals for the Pathmaker Workforce Program, an employer-driven initiative designed to expand access to high-demand careers in advanced manufacturing, robotics, defense, artificial intelligence, and technology. The program provides direct funding to organizations that build and scale short-term, industry-aligned training pathways specifically for individuals from low-income or underrepresented communities. To be eligible, applicants must have at least one industry partner demonstrating a direct hiring need and must contract with the MassHire workforce system for recruitment and data collection. The primary objective is to place participants into open positions immediately or within three months of program completion. Proposals are evaluated using a common scoring calculator based on the quality of the proposal and a cost benchmark target of 10,000 dollars per employment outcome. Awarded funds are disbursed with 60 percent available upon execution of a grant agreement and the remaining 40 percent provided on a reimbursement basis. Performance is measured by graduation rates, with a successful program defined as having at least 60 percent of the cohort graduate, while rates below 40 percent will trigger an investigation. Grantees are required to submit annual reports every June 30 and a final post-project report one year after the project concludes. Applications must be submitted through the MassTech online portal by April 16, 2027, and must include a detailed budget using the provided standard template.

Grant
Opportunity Partnership Grant (OPG)
Solicitation # FY27_001-NGO
The Opportunity Partnership Grant (OPG), administered by the New Jersey Department of Labor and Workforce Development, is a competitive funding opportunity designed to provide occupational training for eligible displaced or dislocated workers. The program focuses on labor demand occupations identified by the New Jersey Workforce Development Board, aiming to place participants in full-time, year-round positions offering wages of at least $20.00 per hour. To be eligible for additional funding, grantees must ensure at least 50 percent of trainees who complete the program are placed in training-related positions. Training must consist of at least 20 hours per week and lead to an industry-valued credential or required licensure. Applications are submitted via the Intelligrants (IGX) system and are evaluated on a 100-point scale based on the quality and completeness of the executive summary, program narrative, and budget. Key financial constraints include a cap on administrative costs at 10 percent of direct costs, and a requirement that training be competitively priced with the state's Eligible Training Provider List. The application process involves three critical steps: IGX registration and a Letter of Intent both due by October 14, 2026, followed by the final application deadline on November 18, 2026. Awarded grantees operate on a prior month's cost reimbursement method, with monthly invoices and benchmark tracking forms due by the 5th of each month. Performance is measured by enrollment, mid-point retention, course completions, and job placements. Grantees must meet specific milestones, including enrolling 25 percent of contracted participants within the first three months and utilizing 30 percent of grant funds within the first six months of enrollment. Final close-out reports and invoices are required within 30 days of the last job placement benchmark.

FPV Unmanned Aerial Systems (UAS) for ISR OperationsThe contract seeks the development and delivery of First-Person View unmanned aerial systems designed explicitly for Intelligence, Surveillance, and Reconnaissance missions in challenging operational environments, including those that are GPS-denied, high-electromagnetic interference, and maritime. These systems must deliver 45 to 60 minutes of endurance and be capable of rapid deployment to support time-sensitive missions. The technology must operate reliably under extreme conditions where conventional navigation and communication systems are compromised, demanding robust, self-contained avionics and resilient data links. The aircraft should be optimized for low-observable characteristics and field-ready handling to meet the demands of tactical special operations forces. This is a subcontract opportunity under the NAICS code 334511, tied to the Naval Special Warfare Command within the Department of Defense, with a performance location in San Diego, California, ZIP 92155. The solicitation was posted on May 5, 2026, and responses are due by December 31, 2026, at 5:00 PM Eastern Time. While no set-aside designation or point of contact is specified, the nature of the requirement suggests a focus on advanced aerospace manufacturing capabilities with proven experience in military-grade UAS integration. Contractors must demonstrate technical precision, operational relevance, and the ability to deliver systems that meet the rigorous standards of special operations in austere maritime and urban terrain.
