Next Generation Mounted Family of Computer Systems (MFoCS) Request for Information (RFI)The U.S. Army is conducting market research through a Request for Information (RFI) to gather industry feedback on Commercial Off-the-Shelf (COTS) or Non-Developmental Items (NDIs) suitable for the next generation of the Mounted Family of Computer Systems (MFoCS). MFoCS systems have been deployed in over 100,000 Army vehicles and tactical operation centers over two decades, providing ruggedized, cyber-hardened computing and display solutions for ground combat vehicles and command posts. This effort seeks to identify modular, high-performance computer systems that incorporate next-generation processing, multi-touch displays, expanded memory, and enhanced storage, aiming to consolidate various warfighting applications onto a single hardware platform. It is important to note that this RFI is solely for informational and planning purposes; it does not constitute a solicitation or a commitment to procure and no proposals will be accepted. Interested parties are requested to submit detailed responses by June 30, 2026, including company information, product capabilities, compliance with military environmental and cybersecurity standards, and technical specifications such as computing power, memory, GPS capabilities, and security features. Respondents must clarify whether their solutions are COTS or NDIs, address supply chain considerations, and demonstrate compliance with Army-specific environmental and quality control requirements, as well as cybersecurity standards. Access to certain classified technical documents is restricted and requires specific clearances. Submitters should include details on product availability, production capacity, costs, and maintenance interfaces, with all cost considerations described for single and bulk quantities. Questions about the RFI must be submitted in writing by June 18, 2026, with responses posted on the public government portal. All submissions become government property and are to be sent electronically to designated Army contracting officers.

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) is seeking quotations for the renewal of MathWorks software licenses and associated maintenance support through a firm fixed price purchase order under solicitation number N6660426Q0368. This procurement is conducted as a sole source acquisition with no substitutions allowed, ensuring uninterrupted access to proprietary MATLAB and Simulink toolsets critical for Model-Based Systems Engineering environments used in complex acoustic modeling, signal processing algorithms, and undersea platform simulations. The sole source justification emphasizes that alternative software options would require substantial redesign, engineering, testing, and result in significant cost increases and delays, making MathWorks the only viable supplier. This combined synopsis and solicitation is issued under FAR Subpart 12.6, following streamlined procedures for commercial items, with a solicitation period of less than 15 days, closing on June 11, 2026. The acquisition is classified under NAICS code 334111 (Electronic Computer Manufacturing) with no set-aside designation. The contract is with the Department of Defense, specifically NUWCDIVNPT, located in Newport, Rhode Island. Quotes are requested but not competitively evaluated at this stage; responses will be used to determine if competitive procurement is warranted in the future. For additional information, the primary contact is Amy Prisco via the provided email.

PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED.

Request for Quote (RFQ) Number is N6660426Q0368

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. In association with FAR 5.203(a)(2) this solicitation will be posted for less than fifteen (15) days.

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award on a firm fixed price (FFP) purchase order for the following MathWorks licenses on a Sole Source basis, no substitutions allowed.

The purpose of this acquisition is to procure the annual renewal of both the commercial software licenses and the associated maintenance support for the commands' MathWorks Enterprise Desktop Programs and Enterprise Server Programs. The objective of this acquisition is to ensure uninterrupted access to proprietary MATLAB and Simulink toolsets, critical software updates, and direct-to-OEM technical support. Maintaining this comprehensive enterprise suite is essential to sustaining the primary Model-Based Systems Engineering (MBSE) environment used for complex acoustic modeling, signal processing algorithms, and mission-critical undersea platform simulations. Utilizing different software is not feasible as it would require complete redesign, engineering, and manufacturing of a new platform. This alternative would also demand extensive qualification testing, leading to significant cost overruns and schedule delays, therefore, The MathWorks Inc is the only source capable of meeting this requirement.

This requirement is being solicited on a SOLE SOURCE BASIS as concurred with by the NUWCDIVNPT Office of Small Business Programs. The North American Industry Classification System (NAICS) Code is 334111: Electronic Computer Manufacturing. The Small Business Size Standard is 1,250 employees. The Product Service Code (PSC) is 7B22: IT and Telecom - Computer: Servers (hardware and perpetual license software).

THIS SOLICITATION IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination not to compete this proposed requirement based on responses to this solicitation is solely within the discretion of the Government. Quotes received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
