This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. In association with FAR 5.203(a)(2) this solicitation will be posted for less than fifteen (15) days.
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award on a firm fixed price (FFP) purchase order for the following MathWorks licenses on a Sole Source basis, no substitutions allowed.
The purpose of this acquisition is to procure the annual renewal of both the commercial software licenses and the associated maintenance support for the commands' MathWorks Enterprise Desktop Programs and Enterprise Server Programs. The objective of this acquisition is to ensure uninterrupted access to proprietary MATLAB and Simulink toolsets, critical software updates, and direct-to-OEM technical support. Maintaining this comprehensive enterprise suite is essential to sustaining the primary Model-Based Systems Engineering (MBSE) environment used for complex acoustic modeling, signal processing algorithms, and mission-critical undersea platform simulations. Utilizing different software is not feasible as it would require complete redesign, engineering, and manufacturing of a new platform. This alternative would also demand extensive qualification testing, leading to significant cost overruns and schedule delays, therefore, The MathWorks Inc is the only source capable of meeting this requirement.
This requirement is being solicited on a SOLE SOURCE BASIS as concurred with by the NUWCDIVNPT Office of Small Business Programs. The North American Industry Classification System (NAICS) Code is 334111: Electronic Computer Manufacturing. The Small Business Size Standard is 1,250 employees. The Product Service Code (PSC) is 7B22: IT and Telecom - Computer: Servers (hardware and perpetual license software).

A determination not to compete this proposed requirement based on responses to this solicitation is solely within the discretion of the Government.
