The Army Contracting Command - Redstone Arsenal (ACC-RSA) under the authority of the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, and Federal Acquisition Regulations (FAR) 6.302-1 entitled, quote mark Only one responsible source and no other supplies or services will satisfy agency requirements quote mark, as supplemented with additional information included in this notice, this announcement constitutes the only solicitation; any offers will be considered; however, it is the Government's intent to award a sole-source purchase order to Mathworks, Inc. In accordance with FAR 6.302-1, the Government intends to award a sole source contract for delivery to provide the US Army RDECOM, SED with 4 MATLAB Packages. MathWorks Software is required to support the Missile Defense Agency (MDA) GT-07 Campaign Test Planning. This tool is mission critical and is required to evaluate the control logic of major Software components for the MDA GT-07 Campaign Test Planning. If software is unavailable GT-07 Campaign Test Planning staffing will be limited in the development and analysis that is necessary to support the mission of Test Planning activities that are scheduled for FY16. The required software is only available from The MathWorks, Inc. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors - Commercial. The offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 52.212-4, Contract Terms and Conditions -- Commercial Items. 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports. 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. This solicitation is issued as a Request for Quote (RFQ). In accordance with FAR 5.207, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
