MATOC IDIQ Catering Food Services- Philippines

The 413th Contracting Support Brigade, through the 921st Contracting Battalion, is conducting a full and open competitive procurement for a multiple award, firm-fixed-price, indefinite-delivery/indefinite-quantity (IDIQ) contract to provide catering food services across the Philippines. The contract, identified by solicitation number W91QVP26QA001, has a five-year period of performance divided into five sequential 12-month ordering periods beginning June 22, 2026, and ending June 21, 2031, with a potential six-month extension option under FAR 52.217-8. Services will be delivered across five geographic zones including Luzon, Palawan, Cebu, and Mindanao, requiring contractors to provide full-service meal preparation and delivery—breakfast, lunch, and dinner—in both buffet and bento styles—with strict adherence to U.S. and Philippine food safety standards, including temperature controls (cold foods at or below 41°F, hot foods at or above 135°F), sanitization protocols, and compliance with the U.S. Food Code, HACCP, and Army regulations. All meals must meet nutritional guidelines and accommodate dietary restrictions including allergen-free, gluten-free, and lactose-free options. Performance is subject to a best-value trade-off evaluation based on three factors: Technical (including proposed menu diversity and nutritional balance, Food and Water Risk Assessment, and relevant past experience), Past Performance, and Price, with no numerical scoring or LPTA structure; award will go to the most advantageous proposal considering technical merit and cost. Contractors must submit a completed Excel pricing sheet, a detailed experience form with no more than three relevant contracts, and a signed combined synopsis and solicitation via email to designated points of contact, with electronic submission through SAM.gov and PIEE/WAWF mandatory for registration and invoicing.
