The request for Quotation (RFQ) number is N66604-26-Q-0389.

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a firm fixed price (FFP) purchase order for the following Maury Microwave items on a Brand Name basis, no substitutions allowed. These parts are proprietary to Maury Microwave and they are the only parts that have been tested and proved to be Fleet ready. They are used as part of the Government’s current infrastructure and are the only ones compatible due to weight, depth, and calibration requirements. All legacy software systems are only applicable to these parts. Also, all current operators are trained to use these parts. An alternate would require the Navy to develop other calibration procedures, which would cause unacceptable cost and schedule delays; therefore, it is in the Government’s best interest to award on a Brand Name Only basis.

This requirement is solicited as a 100% small business set-aside as concurred with by the NUWCDIVNPT Office of Small Business Programs. The North American Industry Classification System (NAICS) Code for this acquisition is 334516– Analytical Laboratory Instrument Manufacturing. The Small Business Size Standard is 1,000 Employees.

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) requires the following:

CLIN 0001: AMPLIFIER, 1-18GHZ, 20W, PRECISION TYPE N, P/N MPA-1G-18G-20, QTY 1

Delivery is F.O.B. Destination, Newport, RI. The Government’s desired delivery date is 16 weeks after award or sooner.

Quotes should include a validity date of no less than 60 days from due date for receipt of offers.

Offerors shall include shipping cost into the unit price for each line above. A separate line for shipping will not be provided.

The Government intends to award a single contract as a result of this RFQ. Award will be made to the lowest price technically acceptable (LPTA) offer. In order to be determined technically acceptable, the contractor shall:

(1) Quote the required brand name item, no substitutions, in the required quantity.

(2) submit proof that it is an authorized reseller.

Large Sample Stage CryostatThe National Institute of Standards and Technology (NIST), under the U.S. Department of Commerce, is seeking a Large Sample Stage Cryostat for Cryogenic Mixed-Signal Electronics Testing to support advanced semiconductor and circuit characterization at temperatures as low as 4.2K. The contract, issued under solicitation number 1333ND26QNB680307, calls for a single new cryostat unit with specific technical capabilities including a minimum cooling power of 2 watts at 4.2K, simultaneous DC, RF, and optical access, and strict thermal performance benchmarks requiring cool-down times of no more than 90 minutes and warm-up times of no more than 120 minutes. The cryostat must be delivered within commercial item lead time to NIST’s facility in Gaithersburg, Maryland, under FOB Destination terms, meaning the contractor bears all shipping costs and risks until delivery and acceptance. All items must be shipped in original manufacturer packaging with full documentation and software, and the contractor is responsible for any latent defects discovered after acceptance. The procurement is a firm-fixed-price, unrestricted small business HUBZone set-aside with NAICS code 334516, requiring proposals to be submitted electronically by July 17, 2026, at 11:00 AM ET, with quotations valid for 90 days. Offerors must maintain active SAM registration throughout the process and comply with all federal regulations, including prohibitions on improper influence, subcontractor sales, whistleblower retaliation, and conflicts of interest. Price proposals must be structured into three CLINs: the cryostat itself, shipping, and a not-to-exceed line for other transportation charges, with foreign-manufactured items requiring separate tariff disclosures. Evaluation will prioritize technical capability and past performance in delivering, installing, and warranting similar systems, with price considered only among those achieving high or some confidence in the non-price factors, and no price realism analysis will be conducted. Contract administration requires invoices to be submitted via email to INVOICE@NIST.GOV or through the Treasury’s IPP system, with full compliance to the Prompt Payment Act, and title transfers to NIST upon formal acceptance. The government reserves the right to conduct performance verification tests in the operational environment and to reject nonconforming units at any point prior to acceptance.

Companies are encouraged to respond if they can provide the specified modernization capabilities, including experience with similar upgrades, manufacturing location, and whether their products are available through government contract vehicles such as GSA FSS or GWACs. Responses must be submitted by August 7, 2026, in MS Word format, limited to twelve pages with standard formatting, and must include company details, certifications, technical capabilities, prior experience, and socio-economic status, particularly emphasizing small business qualifications under the 1,000-employee size standard for NAICS code 334516.
