Mayfair Laboratory School – Demolition/New Construction Solicitation No. 15-25

The East Baton Rouge Parish School Board is soliciting Statements of Qualifications from architectural firms for the demolition and new construction of the Mayfair Laboratory School. The project involves designing a new K-8 facility for approximately 500 students, featuring classrooms, collaborative spaces, a gymnasium, a cafetorium, and outdoor play areas. With a project budget of 30,109,000 dollars funded through a local tax plan, the selected Architect of Record will manage a team of consultants and provide complete design services from schematic design through construction administration, adhering to AIA B101 standards and Louisiana state statutes. The selection process is qualifications-based, meaning price is not an evaluation factor. Firms are scored on a 100-point scale, with the highest weights placed on firm resources, personnel qualifications, the ability to meet schedules and budgets, and recent school project experience. A mandatory pre-proposal conference is scheduled for May 28, 2026, with final submissions due by June 9, 2026. Applicants must use the standard Form EBRPSB-AE and comply with strict submission guidelines, including the provision of a non-collusion affidavit and employee legal status verification. Key contractual requirements include a mandated 20 percent Minority and Women Business Enterprise participation goal and a one-year correction period where the architect must inspect the work 11 months after substantial completion. The architect is also required to develop district-wide design options at no additional cost to the owner. Awarding of the contract will follow the ranking of proposals and interviews with the top three highest-scoring firms.
