Mayoral Attendant/Chauffeur

St Helens Council is seeking a professional Attendant/Chauffeur to support the Mayor or Deputy Mayor for approximately 400 engagements annually. The contract runs from December 1, 2026, to November 30, 2029, with potential extensions through November 2031. The estimated contract value is 180,000 GBP including VAT. The selected provider must supply a chauffeur who holds a clean driving license and an Advanced Driving Certificate, maintains a smart appearance in a provided suit or morning suit, and is capable of performing specialized duties such as acting as Mace Bearer, Toastmaster, and managing the security of the Mayoral Chains. The service utilizes a Council-provided electric car, and the contractor is responsible for its cleaning and charging. The procurement is reserved for SMEs and VCSEs within Lancashire, Merseyside, and the St Helens city region. Bids must be submitted by October 30, 2026, and will be evaluated based on Quality (50%), Price (30%), and Social Value (20%). Awarded contractors will invoice the Council monthly, providing detailed logs of duties, hours worked, and journeys made. The contractor must also be licensed by a relevant authority, such as a private hire operator, and provide a copy of this license to the Democratic and Scrutiny Services Team Manager.
