HOUSE OF ASSEMBLY MANAGEMENT COMMISSION REQUEST FOR PROPOSALS (RFP) CHAUFFEUR SERVICES FOR ELIGIBLE FORMER MEMBERS

The House of Assembly Management Commission of the Government of the Virgin Islands is soliciting proposals under solicitation number HOAMC/CHF/2026/07 for professional chauffeur services to support Eligible Former Members of the House of Assembly. This two-year contract, envisioned to commence around January 4, 2027, requires the provider to ensure safe, punctual, and reliable transportation to official ceremonies, HOA sittings, and other approved destinations. The Commission provides the vehicle and handles all associated maintenance and insurance, while the contractor is responsible for professional driving, basic pre-trip vehicle checks, and maintaining a vehicle log book. To be eligible, proponents must hold a valid trade license in chauffeur services and provide valid driver's licenses and police record certificates for all drivers. Applicants must also submit certificates of good standing from the NHI, Social Security, and Inland Revenue. The selection process involves a three-stage evaluation: a compliance pass/fail stage, a technical scoring stage focusing on driver experience, comparable assignments, and service capacity, and a final financial evaluation. Awarding is based on the highest combined score from the technical and financial stages. Due to the sensitive nature of the service, the successful provider must execute a non-disclosure agreement and maintain strict non-partisan neutrality.
