McDuffie Square Depot Construction

The City of Laurinburg is soliciting bids for the construction of a one-story, non-combustible depot building in McDuffie Square at the corner of Railroad Street and South Gill Street, designed to replicate the historic Laurinburg and Southern Railroad freight depot. The project includes restrooms, an office, storage, and an open-air shelter, with all construction materials required to meet downtown fire district regulations for fire resistance. Utilities will be brought within five feet of the concrete slab on the Railroad Street side, while the contractor is responsible for all other site work, including temporary fencing, site security, and final touch-ups. The building will feature structural steel, metal deck, treated plywood, metal shingles, masonry, metal stud and gypsum walls, and fire-rated Hardie lap siding, with interior finishes including epoxy-painted restrooms, tile in the office, and oil-based paint elsewhere. Plumbing, electrical, and HVAC systems are included, though HVAC conditioning is limited to the office. The structure must comply with North Carolina building codes, ADA standards, and industry practices for first-quality materials and workmanship. The bid submission deadline is September 2, 2026, at 2:00 P.M. local time, and bids must be submitted in hard copy to the Budget & Management Services Director at City Hall. Electronic bid documents are available for download after August 5, 2026, via the City’s website, but vendors must complete registration to access them. Bidders are strongly encouraged to conduct a site visit prior to submitting a proposal. A five percent bid bond is mandatory with each submission, and the winning bidder must provide performance and payment bonds as required by North Carolina General Statutes. Insurance coverage acceptable to the City is also required. The contract is structured as a single prime contract covering all trades, with no option for alternates unless explicitly stated. Payment is due within 30 calendar days after inspection and acceptance at the project site, with invoices submitted to the Budget & Management Services Director.
