AI Contract Overview

Solicitation M6785424R7603 for Post Deployment System Support (PDSS) for Program Manager Logistics Integrated Information Solutions Marine Corps (LI2S-MC) has been cancelled. The cancellation is primarily due to the discovery of a latent ambiguity in the solicitation requirements that led to offerors interpreting needs differently, resulting in the evaluation of solutions that did not meet the actual government requirements. Additionally, the decision was influenced by changes in government requirements since the initial release and a desire to enhance competition by providing potential offerors with more comprehensive historical information to ensure a level playing field. The original effort was intended as a single-award indefinite delivery indefinite quantity contract with a total ceiling of 997,520,000 dollars and a minimum guaranteed value of 10,000,000 dollars. The scope of work focused on the operation, sustainment, and modernization of the Global Combat Support System Marine Corps (GCSS-MC), including disaster recovery, continuity of operations planning, and the Tactical Logistics System. Support areas included service management, enterprise service desk operations, and the implementation of DevSecOps pipelines and cloud constructs. The government anticipates issuing a revised solicitation within 120 days and advises interested parties to monitor SAM.gov for updates. This cancellation does not obligate the government to reimburse offerors for any proposal preparation costs or expenses incurred. Questions regarding this action are directed to Renee S. Stahl.

Subject: Cancellation of Solicitation #M6785424R7603 for Post Deployment System Support (PDSS) for Program Manager (PM) Logistics Integrated Information Solutions – Marine Corps (LI2S-MC)

This notice serves to inform all interested parties that Solicitation #M6785424R7603 for PDSS for PM LI2S-MC, is hereby cancelled.

This decision is based in large part on the discovery of a latent ambiguity in the solicitation's requirements. The ambiguity was found in a portion of the solicitation that was unclear and could be, and in fact was, reasonably interpreted differently by offerors, resulting in the Government evaluating solutions that did not adequately address the Government’s actual need. The decision is also based on changes in several Government requirements that have occurred since the release of the solicitation. Lastly, the decision is rooted in the Government’s desire to further enhance competition by ensuring it has taken all reasonable steps to provide potential offerors with available historical information regarding the Government’s need for support so as to level the playing field for offerors. To ensure the solicitation accurately states the Government’s requirements, allows a clear and unambiguous understanding of the Government’s requirements, while promoting a fair and competitive procurement process, it is necessary to revise and re-issue the solicitation.

We anticipate that a revised solicitation will be issued within the next 120 days. Please monitor SAM.gov for the updated solicitation.

We understand that offerors may have invested time and resources in preparing proposals, and we sincerely regret any inconvenience this cancellation may cause. However, please note that this cancellation does not create any obligation on the part of PM LI2S-MC to reimburse offerors for proposal preparation costs or any other expenses incurred in connection with the cancelled solicitation.

Questions regarding this cancellation may be directed to Ms. Renée S. Stahl at renee.stahl@usmc.mil.

Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration
Solicitation # M6785426I4208
The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research via Request for Information M67854-26-I-4208 to identify commercial partners for the Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration. The primary objective is to secure skilled, professional IT touch-labor services under a Government-Owned, Government-Operated, Contractor-Supported (GOGOCS) model. While the focus remains on providing DCWF-certified personnel, the government is seeking innovative ways to integrate AI and automation as embedded components of the service delivery model to increase operational efficiency and reduce manual labor costs over time. The government is specifically exploring service-based ordering models, such as procuring hours of service or specific outcomes rather than individual labor categories. For pricing purposes, any contractor-provided proprietary tooling costs must be included within fully burdened labor rates, as this is a services acquisition. Interested respondents must submit a capabilities narrative limited to five pages, a vendor comment matrix in Excel format with a 300-word limit per cell, and optional supplementary materials not exceeding fifteen pages. The current response deadline is November 3, 2026, at 1:00 P.M.
