The Minnesota Department of Agriculture (MDA) is seeking proposals through a formal Request for Proposal process to expand its network of weather stations across the state, with the goal of ensuring comprehensive coverage of all primary crop production areas. The project involves adding approximately 40 new weather stations over the coming years, with strict requirements that all components of the new stations be identical to those currently in use, to maintain operational consistency and reliability during Minnesota’s extreme climate conditions. Additionally, the new stations must be compatible with the existing platform and programming infrastructure used by both the MDA and its project partner, the North Dakota Ag Weather Network (NDAWN), to ensure seamless data integration and preserve the collaborative partnership. Responses must be submitted exclusively through the SWIFT Supplier Portal by January 29, 2024, with questions regarding the solicitation due by January 19, 2024. The process includes support options via the SWIFT Help Desk, and all responses must adhere to the specified submission protocols. This procurement is part of the state’s broader efforts to enhance agricultural data collection and support for Minnesota’s farmers and stakeholders by expanding reliable weather monitoring capabilities. The contract details emphasize the importance of component uniformity and system compatibility to sustain high-quality data collection and facilitate effective decision-making. The solicitation is managed by the Minnesota Office of State Procurement, and interested vendors are encouraged to review the detailed instructions, submission requirements, and associated documentation available through the SWIFT portal. The initiative underscores Minnesota’s commitment to leveraging technology for agricultural resilience and fostering strong inter-agency collaborations to improve statewide weather monitoring infrastructure.

THIS IS A FORMAL EVENT/REQUEST FOR PROPOSAL (RFP). Non-electronic and email responses WILL NOT BE ACCEPTED. The response must be submitted through the SWIFT Supplier Portal no later than the date and time called for in the Event.
PURPOSE. The Minnesota Department of Agriculture (MDA) is expanding its network of weather stations to geographically represent all primary crop production areas in the state. The current network includes 38 weather stations deployed in Minnesota. The MDA seeks to add approximately 40 additional weather stations throughout the next few years. Accordingly, the Department of Administration, on behalf of the MDA, seeks proposals for weather stations items for the additional weather stations.
The weather stations that make up the current network include components that meet the operational demand of Minnesota’s extreme climate during year-round deployment. MDA has determined that to integrate the additional weather stations into its network, every component must be identical to those found in the existing stations. In addition, for the expansion to be successful, the new weather stations must also be compatible with the platform and programming infrastructure that is currently used by both the MDA and the North Dakota Ag Weather Network (NDAWN), MDA’s project partner. Compatibility with the platform and programming infrastructure will help maintain the quality of the data to ensure that the data can be transformed into useable information for the citizens of Minnesota. Such compatibility also helps to preserve the partnership between the MDA and NDAWN.
SUBMITTING QUESTIONS: The deadline for submitting questions is January 19, 2024, at 3:00 pm, Central Time. Questions must be submitted in writing to Allyson Youngquist at contact@example.gov. All questions received by the cutoff date and time will be responded to via an addendum.
SWIFT HELP DESK: Responders needing help with registration or assistance navigating the SWIFT system may contact the Vendor Assistance Helpdesk at +1 (555) 000-0000 Option 1.
