This procurement is a total small business set-aside, aligned with NAICS code 236220 for commercial and institutional building construction. The scope of work involves door repairs and reinforcements with corrosion-resistant hardware, roof leak repairs, and installation of hurricane-resistant shutters, with additional optional tasks including cabin ramp extension and installation of a breakaway sand control system. All work must comply with manufacturer specifications, industry standards, and related project drawings and specifications. The performance period runs from January 31 to June 1, 2026, with all deliverables requiring on-site inspection and acceptance by government representatives, ensuring conformance with contract requirements, prevailing wage laws, and procurement guidelines such as Buy American statutes and green procurement policies. The evaluation of proposals will be based on a best-value trade-off considering price, technical capability, and prior experience, rather than selecting the lowest price technically acceptable bid. Offerors must demonstrate technical knowledge, management capability, relevant past performance, and provide detailed references and supporting documentation. The contract includes standard federal contract clauses addressing areas such as whistleblower rights, labor standards, bonds and insurance, and cybersecurity safeguards. No packaging, preservation, or marking requirements apply under this contract, and invoicing is exclusively processed electronically through the Department of Treasury’s Invoice Processing Platform. Special provisions prohibit award to entities involved in preparing solicitation specifications to avoid conflicts of interest, and contractors must have four-wheel-drive vehicle access for site visits. Submissions must be emailed as a single PDF package by the stated deadline, and no amendments or completed offeror certifications are included in the provided documentation. The award will be administered by Contracting Officer Bridget Parizek, serving as the primary authority for contract administration and oversight.
