MDP 26-06 – 1231 S. Kilroy Road – Truck Parking Facility

The City of Turlock is processing Minor Discretionary Permit MDP 26-06 for the development of a 6.79-acre parcel located at 1231 South Kilroy Road, identified as APN 044-010-010. The project will establish a truck parking facility for semi-trucks and trailers through a two-phase implementation. Phase 1 involves the demolition of existing barns and the construction of 116 truck and trailer parking stalls, 18 personal automobile parking stalls, a 30-foot-long open wash bay, and an 8,800-square-foot truck repair shop featuring an adjacent 400-square-foot office. Phase 2 consists of converting an existing single-family residence into an office for the facility. The development also includes the installation of on-site paving, landscaping, security lighting, a storm pond, perimeter fencing, and frontage improvements such as curbs, gutters, and sidewalks along South Kilroy Road. The project must adhere to the Turlock General Plan, the Westside Industrial Specific Plan, and San Joaquin Valley Air Pollution Control District regulations. Key environmental requirements include a strict dust management plan, soil stabilization, and the suspension of grading activities when winds exceed 20 mph. Additionally, construction equipment must utilize particulate filters or catalysts, and diesel engine idling is limited to 10 minutes. Energy efficiency standards must exceed Title 24 requirements, incorporating automated HVAC and lighting controls. Security lighting must be shielded and painted to match the building surface, with motion sensors required for intermittent safety lighting. The project is subject to a Mitigated Negative Declaration, with the public response period running from September 10, 2026, to October 9, 2026.
