Mead Valley Booster Pump Station Project

The Mead Valley Booster Pump Station Project involves constructing a new booster pump station on APN 317-050-025 in Riverside County, California, to replace the existing facility on APN 317-060-043. The new station will enhance system capacity and reliability with three primary pumps and infrastructure to support a fourth pump in the future. The facility will be housed within an enclosed masonry block building containing a generator room, electrical room, and pump station room, with excavation for the pumps ranging from 10 to 15 feet deep. An 18-inch diameter cement mortar lined and coated suction header will be installed on-site, alongside new piping and paving for access roadways and sidewalks. The project also includes the installation of approximately 2,200 linear feet of 18-inch diameter potable water transmission pipeline along the rights-of-way of Decker Road and Cajalco Road, and 640 linear feet of 18-inch diameter suction piping to connect the new station to the existing Cajalco Water Tank. Upon completion, the existing pump station will be decommissioned and removed, with its associated pipelines either maintained in service or properly abandoned. The construction schedule spans from January 2, 2025, through July 7, 2026, with phased activities including clearing, grading, utility installation, structural work, and paving. All work must adhere to strict environmental and safety regulations, including compliance with Cal-OSHA for excavation safety, SCAQMD air quality rules, CEQA, and NHPA Section 106, with work hours restricted to 6:00 a.m. to 6:00 p.m. or 7:00 a.m. to 6:00 p.m. depending on the season. Contractors are required to have equipment capable of hard rock excavation and must coordinate with Atlas Technical Consultants for geotechnical evaluations, particularly regarding surcharge loads and subsurface conditions. Permits for NPDES, encroachment, traffic control, and air quality must be secured and maintained throughout the project. The Eastern Municipal Water District is the lead agency overseeing compliance and project delivery, with no federal contract clauses, evaluation factors, or formal contracting mechanisms such as FAR provisions, payment office details, or invoicing systems specified, indicating this is a locally managed municipal infrastructure project governed by state and regional regulations.
