NavSUP Fleet Logistics Center Puget Sound is conducting market research through a sources sought synopsis to identify qualified Women-Owned Small Businesses (WOSB) capable of providing comprehensive maintenance, repair, rework, and parts support for approximately 276 Material Handling Equipment (MHE) and Shipboard Mobile Support Equipment (SMSE) assets. The effort is governed by NAICS code 811310, with a small business size standard of $12.5 million, and is exclusively set aside for WOSB firms. Performance is required at multiple locations within the Puget Sound region, including Bremerton, Bangor, Everett, and Whidbey Island, with work encompassing both scheduled and unscheduled maintenance to ensure operational readiness in alignment with the Navy’s Fleet Response Plan. All contractors must comply with stringent operational and safety standards outlined in NAVSUP P-538, OPNAVINST 5100.23, OPNAVINST 5100.12H, DoD 4500.36-R, and ISO 9001:2000, and must submit a Quality Control Plan within 30 days of award. Performance is evaluated strictly on technical merit using adjectival ratings based on first-time acceptance rates (98% minimum, 100% to exceed), discrepancy limits (0–2.0%), and full compliance with reporting requirements using SF-364 and SF-368 forms.
