09/25/2019 Amendment 1 (80LARC19R0004 P00001) The purpose of this amendment is to provide the slides and list of attendees from the pre-solicitation conference held on September 19, 2019. _______________________________________________________________________ 09/23/2019 80LARC19R0004 This solicitation is a Request for Proposal (RFP) for the Mechanical and Composites Hardware Fabrication Support Services (MCHFSS) contract. Offers shall comply with the terms, conditions and instructions contained in the RFP. Your attention is drawn to the following areas: 1. This procurement is a 100% Set-Aside for Small Business. 2. The Government intends to award the contract resulting from this solicitation without discussions. See Section L provision FAR 52.215-1, INSTRUCTIONS TO OFFERORS - COMPETITIVE ACQUISITION (FEB 2017). To facilitate this process, we would like to avoid situations where proposals include substantive exceptions to the proposed contract terms and conditions, which might be unacceptable to the Government and, therefore, preclude award. The resolution of any exceptions to terms and conditions prior to receipt of proposals will aid the Government in its intention to award without discussions and thus streamline the procurement process. 3. NAICS code 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing, with a size standard of 1,250 employees is applicable to this procurement. 4. Provision L.11, 1852.215-81, PROPOSAL PAGE LIMITATIONS (APR 2015), includes specific page limitation and format requirements. 5. Questions and comments shall be submitted no later than 2:00pm (EST) October 7, 2019. See provision L.6. 6. Proposals shall be submitted via FBO. See Provision L.9. 7. Section M contains important information on proposal evaluation. In particular, Provision M.5 provides the relative importance of evaluation factors, which has been modified since the draft RFP. 8. Slides presented during the pre-solicitation conference are undergoing review and will be posted via amendment to this RFP. 9. Funds are currently not available for this acquisition. FAR Clause 52.232-18. Availability of Funds, is incorporated by reference in Section I of the solicitation. 10. Please submit any questions you may have to JaeSun Riley at larc-mchfss@mail.nasa.gov. _______________________________________________________________________ Amendment 2: The purpose of this amendment is to provide additional responses to vendor questions. Please see the attached Q&A document for responses to questions. _________________________________________________________________ Amendment 1: The purpose of this amendment is to provide responses to vendor questions and provide notice of the pre-solicitation/proposal conference. Please see the attached Q&A document for responses to questions. The pre-solicitation/proposal conference is scheduled for September 19, 2019 at Langley Research Center. See question 1 in the Q&A document for further details. Potential offerors are invited to review and comment on the National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC) Mechanical and Composite Hardware Fabrication Support Services (MCHFSS) draft request for proposal (DRFP). The Contractor shall design and fabricate research-oriented, one-of-a-kind flight test articles and assemblies including, but not limited to, ground support equipment, aircraft, spaceflight, laboratory, science, research facilities and instrumentation requirements in Government-provided facilities on-site at NASA LaRC. These services shall encompass functional fabrication work areas with support services provided for: Mechanical Fabrication and Composite Fabrication of research oriented hardware. This acquisition will be conducted as a total small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 336413 and the small business size standard is 1,250 employees. Potential offerors are encouraged to comment on all aspects of the DRFP, including the requirements, schedules, proposal instructions, and evaluation approaches. Potential offerors should identify unnecessary or inefficient requirements. Additionally, the Government seeks input to the following questions: 1. Does the Facility Clearance (DD254) requirement limit competition? 2. Does the ISO 9001 certification requirement limit competition? The Government plans to provide an electronic task order management system, but this item is still being defined. The decision will be made prior to release of the final RFP. This competitive procurement will result in a Cost-Plus-Fixed Fee (CPFF) type contract. The contract will have a total potential period of performance of five years. The contract will be performed onsite at LaRC. The current planned release date for the Final Request for Proposal (RFP) is on or about September 13, 2019, with proposals being due approximately 30 calendar days later. All documents related to this procurement, including this letter, the solicitation, attachments, exhibits, and any amendments will be attainable electronically from the World Wide Web through the Federal Business Opportunities (FBO) website at https://www.fbo.gov. Potential offerors should periodically monitor the website for updates. This DRFP is not a solicitation and NASA LaRC is not requesting proposals. This request does not commit LaRC to pay any proposal preparation costs, nor does it obligate LaRC to procure or contract for this requirement. This request shall not be construed as authorization to proceed with, or be paid for charges incurred by performing any of the work called for in this DRFP. Any comments or questions regarding the MCHFSS DRFP should be submitted via e-mail to larc-mchfss@mail.nasa.gov, no later than August 28, 2019. The Government will consider all comments received in preparation of the Final RFP. To the extent a comment leads the Government to revise the acquisition approach or requirements, the change will be reflected in the Final RFP. Some DRFP questions and comments may receive a posted FBO response if the Contracting Officer determines that a response would facilitate additional understanding of the solicitation. The Government will respond via FBO to comments and/or questions received following the issuance of the Final Request for Proposal (RFP).

Solicitation # LARC-RFI-2026_2027
NASA Langley Research Center is issuing Request for Information LARC-RFI-2026/2027 to identify industry, academic, and non-federal government partners for the development of the NASA Langley Aerospace Innovation District Hub in Hampton, Virginia. The initiative involves approximately 325 acres of developable land across seven parcels, with an additional 150 acres available subject to environmental and archaeological constraints. NASA seeks to establish a collaborative ecosystem through Enhanced Use Lease or National Historic Preservation Act lease agreements to support strategic priorities including hypersonics, autonomous systems, space payload processing, and Lunar/Mars simulation facilities. Proposed developments may also include renewable energy farms, data centers, and visitor housing. This is a presolicitation effort to determine commercial viability and gather development concepts; therefore, no formal solicitation currently exists and NASA will not provide payment for information submitted. Interested entities must submit a two to five page expression of interest electronically to the designated points of contact. The RFI period remains open until June 30, 2027, with NASA intending to publish one or more Announcements for Proposal prior to the closing date to outline specific evaluation factors for partner selection.

Small Business Utilization & Subcontracting CoordinationAmentum is seeking small, disadvantaged, or specialized firms to serve as subcontractors under a contract managed by NASA Langley Research Center, with the primary goal of enhancing small business participation as evaluated by NASA. This opportunity is specifically designed to enable qualified firms to align with Amentum’s subcontracting needs, leveraging NASA’s emphasis on inclusive contracting practices and socioeconomic diversification in federal support services. The contract falls under NAICS code 561210, indicating a focus on employment placement and temporary help services, and is performance-based at NASA’s facility in Hampton, Virginia, with a posted date of May 20, 2026. While no specific solicitation number or set-aside designation is provided, the structure is intended to create pathways for underrepresented businesses to gain access to federal contracting opportunities through indirect involvement with a prime contractor. The initiative encourages firms with niche capabilities or disadvantaged status to position themselves as viable subcontractors, with no formal point of contact listed, suggesting interested parties should engage through the SAM.gov portal linked in the posting. The opportunity reflects NASA’s broader commitment to economic equity and workforce development within its supply chain, offering eligible firms a strategic entry point into space and aeronautics-related support services.
