The Washington Suburban Sanitary Commission (WSSC) is seeking qualified contractors to provide comprehensive mechanical and plumbing services across Montgomery and Prince George’s Counties, Maryland, with an estimated contract value ranging from $2 million to $2.76 million over a base year and up to four optional years. The scope includes installation, repair, replacement, testing, and modification of piping systems, pumps, valves, motors, and associated HVAC equipment at WSSC facilities such as water and wastewater treatment plants, pumping stations, and administrative buildings. Key performance requirements include 24/7 emergency response with a guaranteed four-hour response time, adherence to the International Plumbing Code, National Electrical Code, ASME, ANSI, and OSHA standards, and submission of detailed documentation including backflow test reports, as-built drawings, and QA/QC plans. The contract is structured as a requirements agreement without minimum purchase obligations, and performance will be evaluated through a trade-off methodology where technical merit outweighs price, with key personnel accounting for 35%, firm experience for 30%, technical approach for 20%, and price for 15%. Offerors must submit a technically compliant proposal in two separate components—a technical volume limited to 25 pages and a standalone price proposal—through the WSSC eProcurement Portal by the June 18, 2026 deadline. Mandatory requirements include active registration in the WSSC Supplier Portal, completion of a site visit with signed attendance log, provision of detailed resumes and organizational charts for proposed key personnel, and compliance with insurance mandates that require WSSC to be named as an additional insured with waiver of subrogation. All bidders must also undergo a security clearance process to access electronic plans via E-Builder® ASP, and those seeking subcontracting credit for MBE, SLBE, WBE, or SDV firms must submit required certifications and good faith efforts documentation.
