Mechanical Aquatic Vegetation Shredding

The St. Johns River Water Management District is seeking qualified contractors to provide mechanical aquatic vegetation shredding services on District-managed properties in Florida, under Solicitation Number 42229. The contract is structured as a Firm-Fixed-Price agreement with an initial three-year term and options for two additional one-year renewals, contingent upon mutual written agreement and availability of funds. The total estimated budget for the initial term is $200,000, with no guaranteed minimum hours of work—service authorization will be issued on an as-needed basis, and the estimated hours provided are for evaluation purposes only. Bidders must demonstrate a minimum of three years of experience performing similar mechanical aquatic vegetation shredding, successfully complete at least three comparable projects, and ensure all equipment—both heavy-duty and light-duty—meets specified technical standards. Heavy-duty equipment will be used for the majority of work, with light-duty equipment permitted only when explicitly authorized by the District. All proposals are evaluated using a Lowest Price Technically Acceptable (LPTA) methodology, meaning the lowest-priced responsive and responsible bidder will be selected, with no trade-offs between cost and technical merit. Responsiveness requires complete submission of all mandatory forms including the Bid Form, General Qualifications Questionnaire, Similar Projects Form, Certificate of Authority to do Business in Florida, Affidavit of Non-Collusion, Drug-Free Workplace Statement, and Proof of Insurance. Responsibility is verified through documentation of prior project experience and compliance with equipment specifications. Proposals must be submitted electronically via the Florida Marketplace portal by 3:00 PM on July 8, 2026, using appropriate file naming conventions and in universally compatible formats; late submissions will be rejected unopened. The contract incorporates multiple attachments and exhibits including Standard Terms and Conditions, Special Terms and Conditions, Grant Work Plan, Public Records Requirements, Quality Assurance Requirements, and various reporting forms such as Progress Reports, Property Reporting, and Payment Request Summaries.
