Mechanical Engineer Consultant for Town HVAC System

The Town of Fountain Hills, Arizona, through its Public Works department, is soliciting a licensed mechanical engineering consultant under RFQ-2026-016 to provide professional services for its HVAC systems. The primary objective is to conduct a comprehensive review of existing systems to address knowledge gaps and develop a detailed solution and scope of work. This effort will culminate in a subsequent Invitation for Bid for the turnkey installation of twelve rooftop chilled-water Air Handling Units serving the Community Center, Library, and Museum, along with a fully integrated Building Automation System for monitoring and optimization. The consultant is responsible for delivering physical audits, real-world load calculations, life-cycle cost analyses, and stamped design specifications to ensure a reliable, energy-efficient system that can be operated by Town personnel without ongoing contractor dependence. Selection is based on a Statement of Qualifications, with heavy weighting on firm experience in central plant design and open-protocol integration, as well as the qualifications of key personnel, including Arizona-registered Professional Engineers and certified energy managers. The Town may conduct oral interviews with the top three ranked vendors before entering negotiations with the highest-scoring firm. The resulting contract will be a Professional Services Agreement with monthly payments based on completed work, subject to Arizona state appropriation laws. All work must comply with 2010 ADA Standards, and the project is considered complete only when the entire HVAC system operates as a fully integrated unit.
