The contract involves the procurement of a Universal Material Testing System (UMTS) for the UW-Green Bay School of Engineering, essential for both educational and research purposes within the Mechanical Engineering program. The UMTS is a versatile laboratory instrument capable of characterizing various materials such as metals, plastics, ceramics, and composites by measuring critical mechanical properties including yield strength, elastic modulus, tensile strength, ductility, resilience, toughness, and stress-strain behavior at both room and elevated temperatures. It supports multiple testing methods, including tension, compression, creep, and fatigue tests, making it a vital tool for teaching, research, and industry applications. The procurement process emphasizes selecting the vendor offering a solution that meets the specified requirements at the lowest total overall cost. Following the award, the selected vendor will be asked to provide a formal quote based on their bid, leading to the issuance of a purchase order for a one-time purchase. The solicitation, posted by the Wisconsin Department of Public Instruction, is open until March 14, 2025, with responses to be submitted online via the designated bidding platform. The contract size is estimated between $100,000 and $200,000, and the primary point of contact is Sean Martin, reachable by email or phone.

Full Description

A Universal Material Testing System (UMTS) is a basic laboratory equipment for any engineering program. This equipment is an ABET accreditation requirement for the Mechanical Engineering or Mechanical Engineering Technology programs. UMTS is used to characterize materials at room temperature and also at elevated temperatures. Using this equipment critical mechanical properties of materials such as yield strength, elastic modulus, shear modulus, tensile strength, ductility, resilience, toughness, etc. can be determined. This equipment also provides the stress-strain curves of materials. Tension, compression, creep, and fatigue tests of metals, plastics, ceramics and composites can be done using this equipment. This equipment is necessary for teaching purposes, but can also complement research and community/industry needs.   This equipment will be used in the UW-Green Bay School of Engineering.  The vendor that provides a solution that meets the specifications at the lowest total overall cost will be awarded.  After the Award the contractor will be asked to provide a formal quote based on the bid and a purchase order will be issued for the one-time purchase. Information for this solicitation can be found and responses MUST be entered online at: https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=UWisconsin. This is a re-launch of 2025-GRBALL-00924-RFB which was invertedly closed in the sourcing module.
