The State of South Dakota's Department of Social Services, Division of Economic Assistance, is seeking proposals for an Asset Verification System (AVS) that will be integrated directly with the state's Medicaid Eligibility & Enrollment system. This initiative is driven by federal requirements under Section 1940 of the Social Security Act, which mandates electronic asset verification for Medicaid applicants and beneficiaries who are aged, blind, or disabled. Currently, South Dakota processes approximately 3,000 asset verification requests monthly across liquid resources, motor vehicles, and real property, utilizing an existing integrated AVS. The project aims to enhance this system by ensuring comprehensive asset discovery, including assets that might not be identified through standard eligibility checks, with oversight provided by CMS and DSS. Vendors are expected to propose solutions demonstrating the ability to access detailed asset information, establish or leverage extensive networks of financial institutions, especially those prominent in South Dakota, and data sources related to motor vehicles and real property. The system must be capable of real-time and batch processing, with functionalities for tracking and reporting verification activities at both individual and aggregate levels. Additionally, proposals should include plans for system implementation, user manuals, training, and technical documentation for the integrated interface. The solicitation emphasizes that all inquiries must be submitted by a specified deadline and that the contract, valued between $500,000 and $2 million, is subject to modifications and approval by CMS. The project aims to improve the accuracy and efficiency of Medicaid asset verification processes in compliance with federal mandates.
