The SR520 Portage Bay Bridge Replacement project in Seattle, Washington, is managed by the Washington State Department of Transportation and awarded to Skanska Civil West. The project involves constructing two new parallel segmental box girder bridges over Portage Bay, replacing the existing Portage Bay Bridge, along with upgrading related structures such as the SR 520 eastbound off-ramp to Montlake Boulevard East, and the 10th Ave E and Delmar E under-crossings with a new Roanoke Lid Bridge. Additionally, the project includes approximately 75 retaining walls, extending the transit and HOV system from Montlake to I-5, and creating a cross-lake bicycle and pedestrian trail over Portage Bay. The contract aims to foster diverse participation, with set-aside goals of 5% for Small Business Enterprises, 3% for Veteran-Owned Businesses, 10% for Minority Business Enterprises, and 6% for Women-Owned Businesses, encouraging certified firms to submit bids and participate in lower-tier subcontracting opportunities. Interested subcontractors and suppliers are invited to submit bids by October 20, 2025, with all project details, plans, and specifications accessible via BuildingConnected. Skanska emphasizes support for qualified firms in obtaining bonding, credit lines, insurance, and necessary equipment, and may assist in breaking out scope packages to maximize participation of SBE/VOB/MBE/WBE firms.
