Medical Consultant

The State of Colorado, through the Health Care Policy and Financing Executive Director’s Office, is soliciting a Medical Consultant under solicitation number DQ1-UHAA-2026000490-1 to provide expert clinical support to the Chief Medical Officer in overseeing Regional Accountable Entities and various provider types including hospitals, primary care, obstetrics/gynecology, pediatrics, behavioral health, and long-term acute care. The selected vendor will serve as a clinical subject matter expert in pediatrics, family medicine, or obstetrics/gynecology, advising quality and payment reform teams on clinical and quality measure standards, engaging in stakeholder outreach, and providing ad hoc consultation services. The contract is fixed price with an estimated value of $100,000 and requires an average of 45 hours of work per month, with the period of performance anticipated to begin July 1, 2026, and end June 30, 2027. Respondents must hold a full and unrestricted medical license, have experience in rural healthcare or Federally Qualified Health Centers, and demonstrate expertise in PDSA cycles, SMART goals, provider education, and value-based program development. All work must be performed in accordance with Colorado state law, including adherence to §24-50-507 on conflict of interest, §24-109-105 on debarment and suspension, and procurement ethics rules. The consultant must comply with HIPAA through the required Business Associate Addendum to safeguard Protected Health Information and provide a signed PII Certification affirming no use or disclosure of personally identifying information for federal immigration enforcement purposes. Invoicing is strictly monthly, due by the 15th business day of the following month, and must detail hours worked per activity in Section 4.0, rounded to the nearest quarter hour.
