Medical Consultant

The Colorado Department of Health Care Policy & Financing, through its Executive Director’s Office, is seeking a qualified Physician to serve as a Medical Consultant under solicitation DQ-UHAA-2026000490, with a contract period anticipated to run from July 1, 2026, through June 30, 2027. The Consultant will provide expert clinical support to the Chief Medical Officer, Payment Reform, and Quality Performance teams, offering subject matter expertise in areas such as pediatrics, family medicine, or obstetrics/gynecology, and will advise on population health, public reporting, quality measures, and ACC programming. The Consultant is required to average 45 hours of work per month, deliverables must meet strict formatting, accuracy, and quality standards, and must be submitted according to timelines specified in the Statement of Work. All work must comply with Colorado’s Accessibility Standards for Individuals with a Disability and Level AA of the Web Content Accessibility Guidelines, and the Consultant must hold a full and unrestricted medical license. The contract is valued at a maximum of $100,000, with a fixed-price quote required for the entire scope of work, and pricing must remain firm throughout the initial term. Invoicing is monthly, due by the 15th business day of the following month, and must include detailed activity breakdowns, hours worked, and Purchase Order numbers, with payments contingent upon formal Department acceptance. Required documentation includes a signed W-9, a HIPAA Business Associate Agreement, a PII Certification affirming no cooperation with federal immigration enforcement using state data, a Certification of Independent Price Determination, a Performance Disclosure, and a VPAT for accessibility compliance. The Respondent must also provide a CORE VSS number and acknowledge that all proposal content becomes binding contractual obligations. The state reserves the right to award to multiple vendors and will evaluate proposals based on experience, quality control, personnel qualifications, risk to the state, and fixed-price competitiveness, with price as the primary factor.
