Solicitation # MD26-103
The State of Utah Division of Purchasing, on behalf of the Department of Public Safety, is seeking multiple vendors to provide professional dry cleaning and laundry services for sworn officers. This Invitation for Bids (IFB) will result in awards based on the lowest bid per county for a five-year contract term, with a requirement that vendors guarantee their pricing for one year. To be eligible, cleaners must be physically located within the city or region they are bidding on, and all drop-off and pickup locations must be approved by UHP Headquarters. The scope of work emphasizes high-quality finishing, requiring sharp military creases on all shirts and pants, mandatory starch for white cotton/poly shirts, and the use of professional solvents. Invoicing is conducted monthly with detailed itemized statements including work ticket numbers and officer names, with payments processed within 30 days. The Department of Public Safety is tax-exempt, and vendors are prohibited from charging electronic payment fees. Liability for loss or damage remains with the contractor until final inspection, and a specific compensation schedule is established for the replacement of damaged items, typically at 50% of the retail cost. Bids are evaluated based on mandatory minimum requirements, and any non-responsive or conditional bids will be disqualified.
