The Health Readiness Contracting Office (HRCO) - Joint Base San Antonio, Fort Sam Houston, Texas intends to increase the capacity (in-scope) of the current contract vehicle to the incumbent ASM Research, LLC (ASMR). The period of performance is from 1 October 2016 through 31 March 2017 and remains unchanged for continuation of Medical Operational Data Systems (MODS) services in support of the U.S. Army Medical Command. The statutory authority permitting acquisition of this requirement by other than full and open competition is 41 USC 254(c)(1) as implemented by FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy the agency requirements). ASMR is the only responsible source capable of satisfying the MEDCOM requirement for MODS services. ASMR possesses the capability to instantly perform the continuation of these services given that they already have the required clearances and certifications, resources and trained work force, and have completed all in-processing requirements for their employees, thus requiring no transition efforts to continue performing these services. The North American Industrial Code System (NAICS) code is 541511 with a size standard of $25M. Points of contact (POCs) are Ms. Selena Brooks, Contract Specialist, selena.r.brooks.civ@mail.mil and Ms. JoLena Perkin, Contracting Officer, jolena.m.perkin.civ@mail.mil. This is a sole source notice published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement including costs by 3:00 p.m. CST, 8 March 2017, that provides sufficient details for consideration by the Government, via email to selena.r.brooks.civ@mail.mil.
