NOTICE OF INTENT TO ISSUE SOLE SOURCE AWARD
The U.S. Department of Health and Human Services (HHS), Indian Health Service (IHS), Bemidji Area intends to award a Firm Fixed Priced Contract on a sole source basis to Solventum Health Information Systems, Inc. for Cass Lake Indian Hospital, Cass Lake, MN. The anticipated period of performance will be a Base plus 4 Option Years.
This Intent to Sole Source is in accordance with FAR Part 12 Acquisition of Commercial Items. Under the authority of FAR 6.302-1, only one responsible source and no other will satisfy agency requirements, the Government intends to award a Firm-Fixed price Sole Source contract to Solventum as only one source reasonably available.
Solventum Health Information Systems encoding software is unique in that it contains both ICD-9 and ICD-10 codes. CLSU has used Solventum encoding software for more than a decade because of its unique qualities and efficiencies. Market Research has determined that other vendors offer coding software, but do not have the ability to interface with the IHS Resource Patient Management system which we are mandated to use. The price of the software has decreased while staff productivity increases through utilization of this product in comparison to using a standard codebook. Solventum encoding software includes many coding reference materials, which saves the CLSU from purchasing reference books. Solventum has extensive experience with encoding software and software support. Coding staff at the CLSU are highly trained in utilizing the Solventum encoding system.
