Mental Health Professional - Police

The City of Saint John has issued a Request for Proposals for an advanced and experienced mental health professional to support the Saint John Police Department. The selected professional must be certified with the College of Psychologists of New Brunswick and will provide three distinct levels of care for both sworn and civilian personnel: urgent, crisis, and non-crisis mental health care. The scope of work includes therapeutic services delivered via telephone, video, or in-person, as well as non-therapeutic consultations and psychological assessments. For urgent or crisis situations, the City requires in-person support with an expected response time of 12 to 24 hours. Proposals are due by September 22, 2026, at 3:00 p.m. local time via the Bids and Tenders electronic system. The evaluation process consists of three stages: mandatory requirements, rated criteria and pricing, and final negotiation. The City reserves the right to award the contract based on best value and may split the contract between multiple proponents. Successful bidders must maintain professional errors and omissions insurance, as well as comprehensive general liability and automobile insurance, each with minimum limits of $2,000,000 per claim or occurrence. All fees must be quoted in Canadian funds, and payment terms are set at Net 45 days from the date of invoice or receipt of services.
