The statutory authority permitting other than full and open competition is 10 USC 2304(c)(3), Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services. The instant contract is an Indefinite Delivery/Indefinite Quantity type instrument with provisions for Cost Reimbursable No Fee Contract Line Items (CLINs).
