Full Description

The purpose of this Justification and Approval (J&A) is to notify the commercial marketplace of the intent of the IRS to award a sole source procurement to Mergent, Inc. in Fort Mill, SC. This award will authorize access to the Merchant Online Global Database without D&B for the period of 06/01/2009 to 05/31/2010. This requirement will be awarded based upon a sole source, under the authority of FAR 6.302-1 (b) (1) (i), as a "unique and innovative concept", The resulting contract award will be for (5) Concurrent Users to access the online database valued at $29,995.00 and identified by Line Item 0001 on the contract award. All responsible sources may submit a capability statement and/or quotation, which may be considered by the agency. However, submission of any materials shall not preclude the awarding of this contract award to Merchant, Inc. expressly. Responses must be received no later than 2:30 p.m. on May 15, 2009. All inquiries and/or questions may be brought to the attention of Rachelle Vaughan via email at: rachelle.c.vaughan@irs.gov. If no compelling reasons are received by the response date of May 15, 2009, the award shall be made to Mergent, Inc. on the anticipated date of May 18, 2009.
