The U.S. Securities and Exchange Commission is awarding a sole source, fixed-price purchase order to Thomson Reuters Markets LLC for a subscription to Mergers and Acquisitions rumors and announcements data. The requirement specifies data for companies with securities traded in U.S. markets, including historical coverage dating back to at least January 1, 2005. This specific vendor was selected because their data feed is already integrated into the SEC's systems, and switching to another provider would necessitate extensive integration support and technical resources. The contract structure consists of an initial eight-month base period followed by four optional twelve-month extensions. The total estimated value falls below the FAR 13.5 threshold for the Test Program for Certain Commercial Items. While this is not a competitive solicitation, the SEC indicated it would consider interested parties capable of meeting the requirements. The anticipated award date for this procurement was approximately May 20, 2019.

Full Description

The U.S. Securities and Exchange Commission (SEC) intends to use the procedures of FAR Part 13.501(a) to award a fixed-price purchase order on a sole source basis to Thomson Reuters Markets LLC for subscription to Merger & Acquisitions rumors and announcements data involving companies with securities traded in the U.S. markets with historical back coverage, at a minimum, to January 1, 2005. The SEC requires a delivery mechanism that is easy-to-implement and permits efficient automated ingestion of the data by the SEC. Thomson Reuters Markets LLC's Mergers & Acquisitions (M&A) Rumors and Announcements data feed has already been integrated into the SEC for ingestion. Replacing the data with another source would require hundreds of hours of integration support and no other sources have been identified that can provide the required data feed through an easily incorporated delivery mechanism into a customer data-mart. Therefore, it is not possible for another source to meet the SEC's requirement. The total estimated value of the contract is below the dollar threshold in FAR 13.5 for the Test Program for Certain Commercial Items. The anticipated period of performance of the contract is a Base Period of 8 months and four Option Periods of 12 months each. The SEC anticipates awarding a purchase order to Thomson Reuters Markets LLC on or about May 20, 2019. This notice is not a competitive request for proposals. A competitive solicitation will not be issued. However, the government will give consideration to interested parties that identify their interest and capability to respond to the requirement or submit proposals by the response date of this notice.
