Mini-Excavator with Trade-In, NWK Pomme de Terre Lake Project
Solicitation # PANNWD26P0000033609
The Department of Defense, through the U.S. Army Corps of Engineers at the Pomme de Terre Lake Project Office, is seeking the procurement of one new, current-year model compact radius mini-excavator. The equipment is intended to support dam safety, flood risk management, environmental stewardship, and routine project maintenance in Hermitage, Missouri. Key technical specifications include a minimum 24 HP diesel engine, an operating weight of approximately 9,200 lbs, a minimum 10 ft dig depth, and a zero tail swing design. Required accessories include an 18-inch and 12-inch general-purpose digging bucket, a hydraulic thumb clamp, and a hydraulic quick coupler. The equipment must be delivered fully operational within 180 days of the contract award and include a minimum one-year overall warranty and a three-year structural warranty. A critical component of this procurement is a mandatory trade-in of a 2021 Caterpillar Wheeled Skid Steer 236 D3, for which the vendor must provide a formal valuation to be applied as a direct credit against the purchase price. The vendor is responsible for picking up the trade-in unit concurrently with the delivery of the new excavator. While the solicitation was originally posted as a small business set-aside under NAICS code 333120, a revised notice indicates that the government now intends to fulfill this requirement through an existing supply contract rather than requesting new quotes from suppliers.
