Metal Storage Racks

The FBI, under the Department of Justice, is procuring two heavy-duty modular sheet metal storage systems under a Total Small Business Set-Aside, exclusively for small businesses, as defined under FAR 19.5. The storage racks must be 6 feet tall, feature a minimum of eight shelves per unit, support a capacity of 5,000 pounds per cassette, accommodate sheets up to 48” x 96”, be stackable up to two units high with 2.5”–3” clearance between stacks, and be forklift-compatible. The system must be constructed of heavy-duty steel, without galvanization or liners, and is preferred to have black frames with red or yellow shelves. Delivery is FOB Destination to the Ballistic Research Facility at Redstone Arsenal, Alabama, with full completion required within 80 days of order receipt. The contract is awarded on a Lowest Price Technically Acceptable (LPTA) basis, where technical acceptability is a pass/fail criterion based on compliance with all stated specifications, and award goes solely to the lowest-priced responsive offeror. Pricing is firm-fixed-price with NET30 payment terms, and invoicing must be submitted electronically through the Invoice Processing Platform (IPP); WAWF is not accepted. Payment is processed via EFT using SAM.gov data, and vendors must maintain active SAM registration with accurate financial information. The solicitation mandates compliance with multiple FAR clauses including 52.203-17 and 52.203-18 on whistleblower rights and prohibited confidentiality agreements, 52.204-7 and 52.204-13 regarding System for Award Management registration and maintenance, 52.212-1 and 52.212-4 on commercial item procedures, and 52.219-1, 52.219-6, and 52.219-28 for small business representation and post-award re-certification.
