The Department of Public Safety of Texas is seeking bids for comprehensive technical support services for the Metasys Building Automation Systems located at its Austin Headquarters Crime Lab and Midland District Office, with the contract term running from September 1, 2026, through August 31, 2031. The scope of work requires quarterly system software testing, inspection, and technical support delivered by a manufacturer or its certified contractor, with specific deliverables including a detailed project schedule, system training plan for technical staff, business continuity and disaster recovery plan, and infrastructure inventory documentation for any vendor-hosted systems. Bidders must comply with DPS IT Standards and Requirements, including software delivery in .msi format compatible with current and n-2 Windows Installer versions, deployment via System Center Configuration Manager n-1, and support for Apple packaging standards and mobile app stores. All software development and testing must follow a rigorous quality assurance process involving unit, system, integration, performance/load, and user acceptance testing, with final system acceptance contingent on a 30-day stabilization period with zero critical or blocker defects and no more than ten major defects. The contract is subject to strict cybersecurity protocols, including mandatory CJIS compliance, annual DIR-certified security awareness training, fingerprint-based background investigations for all personnel, and adherence to DPS cyber security policies, with unauthorized access to DPS intranet systems subject to immediate removal. Bidders must submit a fully completed Information and Certifications Form, IRS Form W-9, Texas Identification Number Application, Certificate of Existence from the Texas Secretary of State, and Certificate of Account Status from the Comptroller of Public Accounts, along with disclosure of ownership for individuals holding 25% or greater interest, including their Social Security Numbers. Failure to provide this information results in disqualification. The contract requires two fully certified technicians with factory training credentials capable of programming and servicing the BAS, and all key personnel must complete the Contractor Background Information Form (HR-22) and submit fingerprints within ten days of contract execution.
